04 April 2023 – Planning Meeting Minutes

No members of the public were in attendance. 

1          Apologies, apologies were received from Cllrs’ Jones, Philpott and Borasinski, it was resolved to accept these.

2          Declarations of Interest – Cllr Hemming declared an interest in planning application Ref: 22/36515/HOU as this was a neighbouring property.

3          Written applications for dispensations under the Localism Act 2011 – there were no written applications for dispensation.

4          Approve Minutes of meeting dated 7 March 2023 – it was resolved to accept these as a true record and were duly signed by the Chairman.

5          Planning Application Ref: 22/36515/HOU at Keystones, 5 Broughton Crescent, Barlaston described as ‘to cover the existing two storey dwelling and newly built extension with the same product – a natural 1 colour eco-friendly cork-based render with a contrasting cement-board cladding at the rear of the property.

Due to the proximity to the neighbouring properties, the finish of render was deemed to be in breach of the Barlaston Neighbourhood Plan Policy D1: Design and Development schedules.

New development in Barlaston must deliver good quality, sustainable design. In order to achieve this all new development must:

  1. Respond to the existing built form in terms of enclosure and definition of streets and spaces, including degree of set-back;
  2. Create a place with a locally inspired and distinctive character, based on analysis of the site and context;

The recommendation would be for a revised covering option to be submitted for consultation which was in keeping with the current street scene.

6          Planning Application Ref: 23/37188/HOU at The Haybarn, Queen Mary’s Drive, Barlaston described as two storey extension on the rear.  There were no objections to this planning application.

7          Planning Application Ref: 22/36883/HOU at Harlea 8 Silver Ridge, Barlaston described as proposed side two storey extension, alterations and demolition of the existing double garage and utility including new vehicle access from Silver Ridge. There were no objections to this planning application.
