06 December 2022 – Minutes of the Sole Trustee Meeting

1          Apologies – Cllr’s Jones, Dando and Bentley gave their apologies, it was resolved to accept these.

2          Declarations of Interest – There were no declarations of interest.

3          Written applications for dispensations under the Localism Act 2011 – There were no written applications for dispensation.

4          Minutes of the Sole Trustee Meeting 6 December 2022 were accepted as a true record.

5          Matters arising from the meeting of 6 December 2022 and not otherwise on the agenda

6          Design of the Porch and update – it was noted the Planning Application was working its way through the planning process.

7          Installation of the fence adjacent to The Cottage – It was noted Cllr Borasinski measured the frontage of the Village Hall land and determined the boundary fences were within the curtilage of the deeds.  Although the Village Hall Committee was within its rights to install a fence in front of the existing fence and works were undertaken to minimise disruption to the occupants, it was deemed the situation could have been handled more sensitively, and the occupants should have been informed before works commenced.  This would be addressed at the next Sole Trustee meeting to ensure procedural changes are updated.

8          Operational Procedural Changes – it was noted a meeting between Cllr Borasinski and the Clerk was yet to take place.

9          Air Conditioning replacement unit (deferred awaiting external works)

10        Investigate alternative methods of chair storage / chair replacement – it was resolved to remove this item from the agenda as the decisions would be for the Village Hall Committee to make.

11        Installation of a CCTV system – The Clerk explained the installation and monitoring of a CCTV system would not be onerous and would only need to be checked if there was an issue.  Given the value of the goods at the Village Hall, it was deemed to be a necessity.  Item to be referred to the Village Hall Committee for consideration.

12        New boiler system – Cllr Borasinski would arrange for quotations.

13        Sign off financial year end 2021/2022 audited figures – the Clerk was in receipt of the audited figures, Cllr Fisher duly signed these, countersigned by the Clerk.  The Clerk will upload these to the Charity Commission website following the meeting.

14        Village Hall Committee minutes – The Parish Council were issued a copy prior to the meeting.
