1    Apologies – Cllrs Dando, Mirceta, Philpott and Oakden sent their apologies; it was resolved to accept these.

2   Declarations of Interest – There were no declarations of interest.

3   Written applications for dispensations under the Localism Act 2011 – There were no written applications for dispensation.

4   Minutes of meeting dated 11 June 2024 – these were accepted as a true and accurate record and were duly signed by the Chairman.

5   Planning Application Reference 24/39330/HOU at Cricketfield Cottages, 44 Queens Close, Barlaston described as first floor rear extension, alterations to roof over existing ground floor kitchen, internal layout modifications, provision of window in front elevation to accommodate first floor bathroom and removal of chimney. There were no objections to this planning application.

6   Planning Application Reference 24/39327/FUL at The Willows, 108 Longton Road, Barlaston described as change of use from C3 dwelling to C2 residential care home for four children.

The meeting was closed at this point to give the opportunity for multiple members of the public to make representations to the Parish Council. The meeting was re-opened.

It was resolved to reject this planning application. Cllr Jones noted he had submitted a formal ‘call in’ to the Borough Council and as such would abstain voting as a Parish Councillor.

This proposed commercial operation in an established residential area of the village is contrary to the adopted neighbourhood plan for Barlaston. The application failed to take into account the recently published Housing Needs Assessment for Barlaston where there is no requirement to provide residential care for local children.

There are concerns regarding the location of the property, lack of infrastructure, scant amenities, highway safety and underestimation of future carparking facilities.
