12 March 2024 – Draft Minutes Sole Trustee Meeting

1        Apologies – apologies were accepted from Cllrs Oakden, Dando, Jones, Hemming and Tudor.

2        Declarations of Interest – There were no declarations of interest.

3        Written applications for dispensations under the Localism Act 2011 – There were no written applications for dispensation.

4        Approval of the minutes 12 September 2023 – It was resolved to accept the minutes of the meeting and these were duly signed by the Chairman as an accurate record,

  1. Project Updates – Renovation of Porch. Cllr Fisher and Karen St Leger will meet with David Byatt to finalise matters prior to the tender estimate. Cllr Borasinski has provided an estimate of likely costs but will provide a formal quotation for grant purposes.
  2. To determine issues raised on the Village Hall Committee minutes

(a) Clarification required from Allied Westminster Insurers:

  • Key Safe – Is one available / in use?
  • Deed of Trust – Clarification is required regarding the formal structure of the Village Hall owners (Sole Trustee)
  • Electrical Report – Terry Smith undertook a report in Aug 2019, review to be undertaken in Aug 2024
  • CCTV – Clarification is required to determine if the insurance policy will be reduced if CCTV is installed. The Village Hall Committee do not support this recommendation.
  • Owners of the Hall – Allied Westminster to be advised Barlaston Parish are custodians of the Hall on behalf of the Parish being Sole Trustee.
  • Liability for Claim – Determine what happens if Allied Westminster refuse a claim (determine if an up to date rebuild cost is required)

It was resolved to set up a meeting between Karen St Leger and the Village Hall committee to work through and clarify these points.

(b) Determine maintenance work required including:

  • New doors
  • Rendering
  • Water proofing of roof
  • Pointing
  • Soffits
  • Door step
  • Lintel over ladies toilet
  • Guttering / fascia works

It was resolved to separate the maintenance work into two categories. New doors, rendering and water proofing of the roof to be identified as building works and to be addressed with the forthcoming renovations. The remainder of the items to be classed as maintenance works to be addressed by the Village Hall Committee.
