05 July 2022 – Planning Meeting Minutes

1          Apologies – Cllr Jones (Borough Cllr), Cllr’s Adams-Elsmore, O’Dunne and Dando sent their apologies. It was resolved to accept these.

2          Declarations of Interest – Cllr Hemming declared an interest in item 7, it was resolved he would not take part in the discussions and resolution.

3          Written applications for dispensations under the Localism Act 2011 – There were no written applications for dispensation.

4          Planning Application Ref 22/35919/HOU at 14 Diamond Ridge, Barlaston – described as Single-storey side/rear extension. There were no objections to this application.

5          Planning Application Ref 21/35155/FUL at Coton Rise House, Coton Rise, Barlaston – described as Timber field stable. There were no objections to this application however, to restrict further development it was resolved to add the following restrictions to the planning application:

Town & Country Planning Act 1990 – Permission for Development

  1. Notwithstanding the provisions of the Town & Country Planning (General Permitted Development) Order 1995 the dwelling(s) hereby permitted shall not be enlarged or extended without the prior permission of the Local Planning Authority.
  2. Notwithstanding the provisions of the Town & Country Planning (General Permitted Development) Order 1995 no building(s) enclosure(s) or other structure(s) required for a purpose incidental to the enjoyment of the dwelling(s) without the prior permission of the Local Planning Authority.

6          Planning Application Ref 22/35553/FUL at Daisy Bank, Blurton Road, Barlaston described as removal of condition 10 and 11 on 06/06732/FUL. It was resolved to reject this application.

7          Planning Application Ref 22/35698/HOU at The Cottage, The Green, Barlaston – described as 2 storey side extension. It was resolved to reject this planning application under the following Neighbourhood Plan Policy:

Policy D1: Design of New Development

  • The existing build form in terms of enclosure and definition of streets and spaces, including degree of set back; The houses on the green have a well proportioned space between neighbouring properties and of a destinctive character, the plans for this development encroach on the boundary line to the front and side elevations and would not be in keeping with the the housing stock on the green.
  • Be of an appropriate height, scale and density to complement its setting; The property is in an elevated position to the neighbouring small bungalow, the height and size of the proposed development would be too dominent and out of proportion.
  • Create a place with a locally inspired and distinctive character, based on analysis of the site and context; The properties on the green have a destinctive character, they are well proportioned within their settings and in relation to the neighbouring properties. Further development to this property on the proposed front and side elevations would be out of keeping and would alter th e character of the properties on the green.

The Parish Council have no objection to a smaller rear extention to the property which does not affect the street scene or neighbouring property.

8          Planning Application 21/33687/FUL described as 42 affordable dwellings – It was noted the Local Planning Authority had still not made a decision on this application. It was resolved to address this application via the Neighbourhood Plan.
