AGENDA 

1          Apologies – Cllr Moran submitted her apologies; it was resolved to accept these.

2          Declarations of Interest – There were no declarations of interest.

3          Written applications for dispensations under the Localism Act 2011 – There were no written applications for dispensation.

4          Planning application Reference 20/33016/HOU at The Spinney 29 Longton Road, Barlaston, described as part two-storey, part single-storey side extension to the existing property to provide kitchen/dining/living space and en-suite and dressing room over. Proposed demolition of existing outbuilding/garage and construction of new larger outbuilding to form garage, home office and guest bedroom. The re-submission of this Planning Application was due to the vendor installing a roof light to both sides of the roof instead of one side. A complaint was submitted to the Planning Authority and the enforcement officer instructed the vendor to re-submit the application with the revised details.  The Parish Council had no objection to this application.

5          Planning application Reference 20/32843/OUT at Old Road Garage, Old Road Barlaston, described as residential redevelopment of existing developed site.  Redevelopment of the old buildings was previously granted, however the new application is to clear the site and build a new development, the Parish Council object to this application as it contravenes the Neighbourhood Plan under Policy H1: Site allocation, and is in appropriate development in the green belt.

6          Land behind Brookhouse Drive.  It was noted the landowner has commenced the planning process by submitting an Environmental Impact Assessment screening form reference 20/32880/ESS to the Borough Council, this details 42 affordable dwellings and a childrens play area covering half of the site, giving footpath access onto the canal. No formal Planning Application has yet been submitted.

It was noted this development was outside the Neighbourhood Plan Policy H1: Site Allocation and would be deemed inappropriate development in the green belt.

It was resolved for Cllr Fisher to write to the landowners advising them of the existence of the Neighbourhood Plan. Cllr Jones would write to Mr Bill Cash informing him of our objections to the development of this site.

Cllr Tudor noted pipistrel bats used this site as a flight path.  The residents had also photographic evidence this site floods which is a materialistic consideration.

The Parish Council would do everything in its power to fight this application.

7          TPO submission in reference to Planning Application 20/32674/OUT. It was resolved there was nothing the Parish Council could do as the entrance to the site as the Planning Officer advised it was inappropriate and illegal to TPO trees along this road.
