1 Apologies – Cllr’s Fisher, Hemming and Dando submitted their apologies, it was resolved to accept these.

2 Declarations of Interest – Cllr Hurst declared an interest in Planning Application 21/33908/REM at rear of 75 Longton Road

3 Written applications for dispensations under the Localism Act 2011 – there were no written applications for dispensation.

4 Minutes from 23 March 2021 were accepted as a true record.

5 Planning application 20/33027/HOU at Flax Croft Court Wedgwood Barn 102 Old Road – described as retrospective permission for the erection of a fence, decking and pergola.

It was resolved to reject this planning application based on:

Policy D1 of the Barlaston Neighbourhood Plan specifies the design of new development in Barlaston must deliver good quality, sustainable design. In order to achieve this all new development must 1. Respond to the existing built form in terms of enclosure and definition of streets and spaces.

Planning permission was granted ‘for the renovation and conversion of the buildings as described in the submitted documents and does not grant or imply permission for any demolition and or re buildings other than for those works specifically included in the submitted documents’.

Concerns have been raised that approval of this planning permission will set a president and will erode the existing build form.

6 Planning application 21/33867/HOU at 14 Diamond Ridge Barlaston – described as demolition of existing conservatory and garage and build new single storey rear and side extension.  There were no objections to this planning application.

7 Planning application 21/33982/HOU at 34 Park Drive Barlaston – described as two storey side with a two storey and single storey rear extensions. There were no objections to this planning application.

8 Planning Application 21/33904/HOU at 5 Diamond Ridge Barlaston – described as proposed extensions with eternal and internal alterations. There were no objections to this planning application.

9 Planning application 21/33908/REM at Plot to Rear of 75 Longton Road Barlaston – described as outline planning (18/2851/OUT) Pedestrian and vehicle access to remain as approved on the outline consent.

It was resolved to reject this planning application as it is contrary to policies H1 and H2 of the Barlaston Neighbourhood Plan by virtue that part of this development is outside the settlement boundary and not within the sites allocated for housing; and the proposed development would set a precedent for inappropriate development in the green belt. It was resolved the Clerk would formulate and submit the response in line with the Neighbourhood Plan and NPPF guidelines.
