21 March 2023 – Minutes of Emergency Barlaston Parish Council Meeting

  1. Apologies – Cllrs Adams-Elsmore, Hemming and Dando sent their apologies. It was resolved to accept these.
  2. Declarations of Interest – there were no declarations of interest.
  3. Written applications for dispensations under the Localism Act 2011 – There were no written applications for dispensation.
  4. Repair / cleaning works to the war memorial – It was resolved to appoint Midlands Masonry to clean and undertake repair works following previous works undertaken in 2018 with a maximum budget of £1,500 plus VAT. Works to be completed prior to the King’s Coronation.
  5. Procurement of Manchester bollards – It was resolved to utilise the two existing bollards which are currently located outside the village hall. These will require some remedial works. Mr Chris Roberts to be appointed to undertake this. 4 new bollards to be purchased @ £726 plus VAT.  These to be fitted by the ground’s maintenance contractor undertaking footpath works.
  6. Pavement works on the Village Green – revised costings to include removal of the 6 concrete bollards, installing Manchester bollards, remove debris, install kerb stones, raise soil levels and grass seed @ £17,800.00, works to be completed before King’s Coronation. It was resolved to accept this quotation. Residents to be notified of works to minimise disruption.
  7. Repair broken drain on Village Green – It was resolved to appoint Mr Chris Roberts to undertake the works; 2 days @ £150 per day plus materials.
  8. Procurement and location of a King’s Coronation Bench – It was resolved to procure a Bench from David Ogilvie to match the War memorial bench already in situ. Total cost including plaque and delivery @ £1,882. The bench to replace the damaged concrete bench adjacent to the war memorial.
  9. Christmas tree and associated electrical works / licence – Due to escalating costs and planned expenditure in 2023/24 to install the electric substation on the green, it was resolved to just procure a Koreana ‘Silberlocke’ fir tree for Orchard Place @ £380 at this stage and defer the works for future consideration.
  10. Meadow Road lease – It was resolved to pay the £500 advertising costs to enable the Borough Council to lease Meadow Road to the Parish Council.
